Actions do not work in OVS, but work in CPqd

    Description

      addMDFlow command does not work from the OSGi console.
      The action for test case 'f11' is always 'drop' when it should be push_vlan
      Command: osgi> addMDFlow openflow:1 f11

      Had a discussion with Prasanna Huddar regarding this.
      Problem is consistently reproducible on ovs.

      Setup is Ubuntu-32bit in VirtualBox on Windows 7.
