of-flow: flow with barrier=true not present in operational ds

i do not see the flow to be present in operational ds when <barrier>true</barrier> used.

Steps to reproduce:
1) start karaf and mininet with 1 switch
2) edit integration/test/csit/variables/xmls/f1.xml with barrier=true
3) using rest api configure the flow

The flow is presnet on the switch when configured, it is not seen in operational ds after.
