Constructing BigInteger from byte array may render into -1

Creating BigInteger out of byte[] may result into -1 value in case that the leading bit (with lowest address) equals to 1.

Affected areas:

• mostly metadata + mask
• cookies in flow
• all uint64 values, passed as byte[]
