flows not installed when odl-openflowplugin-app-new-lldp-speaker used

used default settings (heap, perm size)

installed feature: odl-openflowplugin-app-new-lldp-speaker

host VM: fedora 18 with 16G of ram

java -version

Java HotSpot(TM) 64-Bit Server VM (build 24.65-b04, mixed mode)

steps to reproduce
1) download, unzip odl
2) ./bin/start
3) install odl-openflowplugin-app-new-lldp-speaker feature
4) run basic openflowplugin verify suite from integration.git

pybot -v CONTROLLER:10.25.2.9 -v MININET:127.0.0.1 -v USER_HOME:/home/mininet -v MININET_USER:mininet -v PORT:8181 -v RESTCONF_PORT:8181 csit/suites/openflowplugin/Flows_OF13

we are unable to install flows stored in integration/test/csit/variables/xmls:
f2.xml, f3.xml, f12.xml, f13.xml, f18.xml, f19.xml, f21.xml, f22.xml, f23.xml, f25.xml
