Description

SYMPTOM: ODL does not send OpenFlow Meter and Meter Config messages when it starts after the switch.

CONDITIONS:

Start OF13 switch pointing to ODL
Start ODL
ODL does not send the Meter messages after feature exchange

See wireshark captures for when switch connects after or before the controller is full up.
