Li: Enable Stats RPC for backward compatibility and on-demand statistics

    Description

      Stats RPC as part of the Li redesign was removed.

      Apps which are currently using stats rpc , need to be supported.

      Also for on-demand statistics, we would need to get stats rpcs exposed and working.
