      Please expose one Routed RPC to:

      • spare remote calls from new FRM (add/remove/update of flows, groups and meters)
      • to encapsulate logic of necessary barriers
      • we need barrier between add group and flows
      • we need barrier between add meter and flows
      • we need to barrier at the end
