      As found in see CONTROLLER-1760 not directly related to CONTROLLER-1756 (because it is a ReadOnlyTransaction and not a TransactionChain), but should still be fixed:

      ReadOnlyTransaction created in FlowCapableTopologyProvider.isFlowTopologyExist line 86 is never closed
