Migrate liblldp code from controller to openflowplugin project

Merge https://git.opendaylight.org/gerrit/gitweb?p=controller.git;a=tree;f=opendaylight/commons/liblldp;hb=refs/heads/master into openflowplugin.

1. Add liblldp module to openflowplugin project 
2. Migrate gerrit history from controller/opendaylight/commons/liblldp to openflowplugin/libraries/liblldp
3. Modify packaging structure of liblldp in Openflowplugin (like change package structure from controller to Openflowplugin, etc.,) and make Openflowplugin modules point to ofp liblldp.
4. Modify genius, netvirt to point to ofp liblldp.
5. Remove liblldp from controller project.

 /opendaylight / commons / liblldp /  in controller project will be served only for reference purpose.
