ARP Responder Instructions missing actions

programStaticArpEntry method uses a lot of ActionUtils actions such as ActionUtils.nxLoadArpOpAction. But they are not applied to the instructionbuilder.
Please note that there is a difference between the methods such as createDlSrcInstructions where the instructionBuilder is passed as a param.
Whereas applyActionIns() of InstructionUtils is purely a utility that returns an Instruction and doesnt do anything else.
