OVSDB southbound operational MDSAL hangs if ODL makes OVSDB connection to another ODL

If an active OVSDB connection is made via the SB MD-SAL config to another ODL instance (or same ODL instance), the Southbound Provider stops working. No other OVSDB nodes will get added to the Operational data store.
