VM doesn't get the ip address from DHCP server, if network is not attached to the router.

Steps to recreate the issue

1) Start controller from ovsdb distribution
2) Set manager for network and compute nodes to controller
3) Create network without attaching it to router
4) Spawn VM

VM doesn't get the ip address. But if you manually assign the ip address to VM, ping between VM happens fine.
