distributed arp in old l3 for ovsdb should not install rules for arp unless tenant network exists in the compute node

Somewhere along ovsdb netvirt odl l3 evolution a simple logic to determine if the node needs distributed arp rules went missing.

Such logic was used to avoid adding unnecessary rules for distributed arp in
compute nodes that did not have any tenant vms for a particular segmentation id
