Hard-coded base url in Ovsdb UI

If you try to use ovsdb-ui feature with a controller who isn't on your local computer, you won't be able to see data on the logical view. If you look in the developer console, you will see a HTTP 404 not found localhost:8080/[...].
The reason for this is because the Northbound handler in Ovsdb-Ui has the base url hard-coded for localhost:8080
