Cannot reach external IP addresses via external gateway.
Seen on both master and stable/beryllium.
Gateway ARPs are not working right. Namely, I see no ARPs being sent to the gateway, and NetVirt is using the hard-coded default MAC: IETF-VRRP-VRID_01 (00:00:5e:00:01:01).
When I configure my actual gateway MAC in custom.properties, external pings work right.
