remote mcast mac table entry update is not happening properly

    Description

      when we update the remote mcast mac table for key "00:00:00:00:00:00" with new list of locators, the new list is not reflected in ovs.
      ovs is expecting "unknown-dst" inplace of "00:00:00:00:00:00".
