port vlan bindings reconciliation is not working

Couple of scenarios with reconciliation are not working.

1)
Create logical switch.
Create vlan bindings.
Stop the controller.
Clear the controller config.
restart controller.
When the switch connects vlan bindings from the switch should be cleared.

2).
Create logical switch.
Disconnect the hwvtep switch.
Create mcast and ucast macs in config
Connect the hwvtep switch.
The switch should get the ucast and mcast macs once it is connected.
