Need api to get hwvtep schema

hardware_vtep schema has added replication_mode to version 1.6 (in OVS 2.6). We need a way to query the hardware_vtep schema version supported by the device, so that we can only attempt to set this field (and others, as new schema is published/supported) if the schema version on the device is supported.
