Limit retry times and provide custom timeout value for monitor and cancel monitor transaction

    Description

      We have seen infinite retry at SSL handshake status of NEED_UNWRAP causing issues. The better way is to limit retry and disconnect peer if it hits the retry limit. Also it would be great if OVSDB client API can have configurable timeout for monitor and cancel monitor transaction.
