Moved bundle up in features.xml to avoid exceptions (similar to Gerrit 11062)

I have been observing exceptions : https://gist.github.com/3d3847ce0be1d3188f90
but, all the necessary bundles were in place. But after looking at the gerrit: https://git.opendaylight.org/gerrit/#/c/11062/5, I realized that order matters ?
(am shocked, not very certain about this... but seems like something to it).
Without much time in hand to debug this to death, am taking the easy route by
opening this bug and reordering the feature dependencies.
