devs need a way to see regressions in performance

Clients of Plastic are sensitive to performance, as the wrapping/translation logic can be the slowest step in a workflow. Devs can unintentionally cause performance to degrade. We need a way to see the current performance and to know what the past performance mark is to avoid degradation.
