Make version bump and patch script run only for active modules

At the moment autorelease attempts to version bump and patch all modules whether it's built or not via the "git submodule foreach" command.

We should enhance this script to only run for modules that are active in the root pom.xml file. Otherwise "git submodule foreach" will fail when a submodule does not meet certain criteria such as branches not yet existing for a project.
