      http://www.mojohaus.org/animal-sniffer/animal-sniffer-maven-plugin/ can give us accurate API change warnings, which is a requirement to keeping semver contracts.

      Integrate the plugin so that the report is part of autorelease artifacts and retro-actively build the signatures for Carbon release.
