Finish with the OVS 2.5.90 NSH ODL patches in stable/boron

    Description

      It took us longer than expected to finish the OVS 2.5.90 NSH ODL patches on master before stable/boron was cut.

      The original ODL patches in master were the following:

      The stable/boron branch was cut before we could finish testing and merging these patches. The above patches were cherry-picked to stable/boron to create the following:
