sfc-encapsulation: bad placement in model and no default value

New attribute sfc-encapsulation introduced in Boron was not correctly placed in the yang model: currently it sits on the service function path hops but it should have been added to the root level of the service function path.

It is also not declared as mandatory and there is no handling for a default value which leads to null pointer exceptions.
