Configuration of SF through apidocs overrides all other SF configuration

Configuring an SF through apidocs overrides existing SF configuration.

If an SF is configured through the RESTconf API it shows up in ODL UI. However, configuration of another SF through the same method OVERRIDES the previous configuration resulting in being able to only have 1 SF configured.
