Description
Start node, shut-down node and again start node and shut-down node results in: "io.netty.channel.unix.Errors$NativeIoException: bind(..) failed: Address already in use" preventing neon-merge job to pass: https://jenkins.opendaylight.org/releng/job/sxp-merge-neon/.
