SXP wont connect Both mode peer due to wrong connection state

    Description

      Consider the case with two peers P1 and P2 in both mode: P1 tries to connect but fails as the other end is still starting up.
      That is to say P2’s server channel is not ready.. It could also fail for other reasons such as network glitches. P2 now is in PendingOn state and the RetryOpenTimer
      only considers Off state connections. So p1 and p2 never move to on state.
