PreFEC BER verification for ROADM-to-ROADM service is unnecessary

    Description

      Currently service activation test by reading and verifying PreFEC BER is performed also for ROADM-to-ROADM services, i.e. even when the end nodes are not Xponders supporting PreFEC measurement. This seems unnecessary.
