Management of circuit-id in devices on service creation/deletion

Management of the states for devices : Renderer updates the administrative-states at service creation/deletion (interfaces, port, circuit-packs). Additionnaly it configures/refresh/delete the circuit-id on all port involved with the service creation/deletion, including port supporting multiple services (such as ROADM TTP)
Evaluation indicators: code pushed on master branch, not necessarily merged, build + Junit OK, functests passed.
