Topology update on state change

The topology is updated on state change in the equipment :
_topology update when a service is created and the administrative-state changed in the equipment by the renderer
_Implies to handle notifications coming from equipment and trig the corresponding action when a change is detected in the operational state on a device port (-->tp)
_the state of the links maintained in the topology are updated if a port state has changed in a device
