T-API Topology consolidation Step 2

T-API topology shall includes both Switchponders/Muxponders and transponders even if the involved layer are not the same. At the end the topology provided by a get-topo-tapi shall allow to address use cases that are based on pure WDM services, and/or OTN services.
This includes Unitary and functionnal tests

Acceptation criteria : Code & associated Junit/func test build and run and are available for review.
