Handle Topological change in SH

Handle topological changes in Service Handler. This includes :

_ Models complements or additional models associated with the interface between topology manager and the SH
_ Implementation of Topology Listener in service handler to receive topology notifications
_ The initialization of the listener

• Add the shell for the notification service (from Topology manager to SH)

Acceptance criteria : The code does not introduce regressions
