Define states behaviour

States (lifecycle, administrative and operational) behaviour shall be clearly defined in order to refine code provided for service assurance. This includes :
_Definition of states at initialization (first equipment connection)
_Definition of states allowing a service to be created (PCE)
_Change of states after a service is created
_Change of states on alarm notification
This will condition code potential refactoring for service assurance.
