PortMapping adaptation to handle high rates

PortMapping must include information of the port capabilities to handle high rates. This notably includes the management of otsigroup-capability-profile. An anlysis will be required to determine whether the change to otn-capability management and the MC-capabilities through profiles (in R7.1) also implies to be handled in parallel or if it could be handled separately to address OFC demonstration use cases.

Acceptance criteria : the code does not introduce regression, associated Junit test are provided.
