Adaptation of SH to higher rates for OTN service

After the service Handler has been adapted to handle high rates service creation/deletion request, an adaptation for OTN service creation will be needed, notably to populate the opucn-trib-slots in the Otn-service-path rpc.

Acceptance criteria : the code does not introduce regression, associated Junit test are provided.
