Avoid getting service from ServiceDatastore when that latter is not instanciated yet

When the status of a ROADM TTP port change, and that port does not support any service yet, the update process attempt to read the ServiceDatastore which has not been instantiated yet.

Adapt injection of ServiceDatastoreOperation in Service Handler to be sure that ServiceDatastore instance exist and thus avoid generation of NPE.
