Refactor 7.1.0 to 7.1

According to the OpenROADM device enum, the version number is 7.1.

However, at many places in the code it is referred to as 7.1.0, including port-mapping, renderer and other places.

We need to refactor the code to change from 7.1.0 to 7.1 wherever applicable, in order to maintain consistency with OpenROADM yang models.
