E2E 400GE service creation/deletion

Analyse what is missing and develop corresponding code to create and delete 400GE services using the service-create rpc. This implies that all modules support 400GE service creation. Validation of the OSNR @ 400G is the only part of the full process that shall not be developped at that step. For the path validation we will use current implementation (calculation made according to 100G services characteristics). Post Algo Path validation for higher rates is planned for sprint to come.

Acceptance criteria : OTUC4/OTSI, ODUC4 and 400GE services can be created and deleted. the code does not bring regression and is submited to review.
