Manage 100GE service terminated on a 100G 7.1 OTN Switch

Creation/deletion of a 100GE service terminated on a 7.1 100G OTN switch. In such a case, it must be possible to create/delete 100GE service on the network where the infrastructure is already configured (it means, at least one OTU4 link inside the otn-topology). The case using a third otn-switch as an electrical regenerator must also be managed (in such a case, at least 2 distincts OTU4 links inside the otn-topology).

Acceptance criteria : Code does not bring regression and is submited for review. The associated functional test is provided to complement 7.1 test suite.
