OTUC2 & OTUC3 handled in SH and PCE

As soon as the code for OTUC2 and OTUC3 creation is provided in Renderer, The support for this rates shall be proposed, completing the Service Handler and the Renderer Code in a second step. The full support is asked in the PCE : The post algo OSNR calculation shall be included.

Acceptance criteria : Code does not bring regression, is submitted to review and allows for next step which is E2E functional test development for intermediate rates. JUnit test associated with the new added functions is also provided to limit the technical debt.
