Complement SH logic for automatic intermediate rate selection

After Intermediate rate can be created in Renderer, and by SH on specific request with corresponding service-rate, develop the logic that allows to create intermediate rates if no path was found on the highest required rate, because no valid path can be found.
This will imply an analysis on the way to proceed in compliance with what is defined in the Service White paper. Shall we send a specific notification or return a specific message, create a temp service and wait for confirmation before we trig the creation of the final service at an intermediate rate?
