Rationalize the OpenRoadmInterface creations

Currently, OpenRoadmInterface221 class contains multiple methods to create openroadm interfaces, depending on the context the interface is created.
It would be interesting to rationalize the way to create interfaces, trying to avoid too much code replication, and keeping the same spirit between methods.
