Service-list update on t-api service creation

When a service is created through a T-API rpc, Service list (OpenROAM) is updated even in the case the service creation is not successful. This must be corrected so that the service list only includes existing services. This means the entry in the service list appears only after the Renderer sent a notification to indicate the service has been correctly created.
