TAPI connectivity implementation upgrade

TAPI connectivity service should be able to differentiate between pure WDM services and OTN services and create accordingly the corresponding connections and cross connections.

The pure WDM service will be translated into a Top Connection in the PHOTONIC MEDIA layer + Top Connection in the DSR layer. There will not be a need for ODU connections and cross connections.
