Create T-API 2.4 Topology file

Create a 2.4 topology file that can be used to test the different modules that need to be developped in the scope of T-API extended support.
This file could correspond to the output of a RPC get-topology (exercised through the SBI) that can be used for JUnit tests associated with Issue 722.
It could also be a json/xml file to be loaded in the MDSAL for the purpose of JUnit test associated with T-API PCE
