For IPoWDM use case, we need to use rpc defined in the latest version of OpenROADM models specified for the service layer (13.1.0).

Add these models in transportpce-models dedicated project to make them available for future development in transportpce servicehandler module.

Add also corresponding common models in 13.1.0.

Also migrate network models to the same version as service layer to avoid some incompatibility issue in TransportPCE code between modules.
