Remove project SNMP dependency for Flourine.

TSDR is requesting to be a managed project.  Managed projects cannot depend on unmanaged projects.  SNMP has not requested to be managed and there are no active committers.

We have a few options we are considering for Flourine.  Remove the SNMP Collector that relies on the SNMP project.  Or SNMP could be pulled in to the TSDR code base.

Regardless of our direction, for the Flourine release we will remove the SNMP dependency.
