Documentation rework effort.

Add new-to-Oxygen install guides for TSDR hbase and hsqldb collectors. Add new-to-Oxygen user guides for TSDR hbase, hsqldb and elasticsearch collectors. Update TSDR install document with correct links and information. Update TSDR user guide with correct links and documentation. Functional review is still needed, especially for command line syntax. TSDR-39
