L3 Service: arp request sent to wrong group id - after remove and re-attach port to service

L3 Service: arp request sent to wrong group id - after remove and re-attach port to service

Scenario:
1. Create L3 service and attach uni ports
2. Delete a port from the service and re-attach
3. Send ping to the node that is connected to that specific uni port

in karaf log - the log message that describes the arp request had the right dpnid, but the group id doesn't exist on the destination CPE
